国际机场理事会，原名为国际机场联合协会（Airports Association Council International），于1991年1月成立，1993年1月1日改称国际机场理事会。国际机场理事会是全世界所有机场的行业协会，是一个非盈利性组织，其宗旨是加强各成员与全世界民航业各个组织和机构的合作，包括政府部门、航空公司和飞机制造商等，并通过这种合作，促进建立一个安全、有效、与环境和谐的航空运输体系。
国际机场理事会成立以前，世界机场行业有三个国际性组织：国际机场经营者协会（AOCI）、国际民航机场协会（ICAA）和西欧机场协会（WEAA）。为协调三个机场协会之间的关系，建立与各政府机构、航空公司、生产商和其他有关方面的正式联系，1970年，机场协会协调委员会（AACC）成立。1985年，西欧机场协会解散。1991年1月，机场协会协调委员会与国际机场经营者协会和国际民用机场协会合并为国际机场联合协会，1993年1月正式更名为国际机场理事会（ACI）。
国际机场理事会的发展目标为：
1、 保持和发展世界各地民用机场之间的合作，相互帮助。
2、 就各成员机场所关心的问题，明确立场，形成惯例，以“机场之声”的名义集中发布和推广这些立场和惯例。
3、 制定加强民航业各方面合作的政策和惯例，形成一个安全、稳定、与自然环境相适应的高效的航空运输体系，推动旅游业和货运业乃至各国和世界经济的发展。
4、 在信息系统、通讯、基础设施、环保、金融、市场、公共关系、经营和维修等领域内交流有关提高机场管理水平的信息。
5、 向国际机场理事会的各地区机构提供援助，协助其实现上述目标。
国际机场理事会目前有五个常务委员会，就其各自范围内的专业制定有关规定和政策。
1、 技术和安全委员会
主要涉及：缓解空域和机场拥挤状况；未来航空航行系统；跑道物理特征；滑行道和停机坪；目视助航设备；机场设备；站坪安全和场内车辆运行；机场应急计划；消防救援；破损飞机拖移等。
2、环境委员会
主要涉及：喷气式飞机、螺旋桨飞机和直升飞机的噪音检测；与噪音有关的运行限制；发动机排放物及空气污染；机场附近土地使用规划；发动机地面测试；跑道化学物质除冰；燃油储存及泼溅；除雾；鸟类控制等。
3、经济委员会
主要涉及：机场收费系统；安全、噪音和旅客服务收费；用户咨询；商业用地收入及发展；高峰小时收费；硬软货币；财务统计；机场融资及所有权；纳税；各种影响经济的因素：航空公司政策变动、合并事项，航空运输协议的签署，航空业与其他高速交通方式的竞争；计算机订座系统。
4、安全委员会
主要涉及：空陆侧安全：隔离区管理措施；航空安全技术；安全与设备之间的内在关系等。
6、 简化手续和便利旅客流程委员会
主要涉及：客、货、邮处理设备；旅客及货物的自动化设备；对付危险物品、走私毒品的措施；设备与安全之间和内在关系等。
国际机场理事会与其他国际性组织保持密切的往来，包括国际民航组织、国际航空运输协会、驾驶员协会国际联合会、国际空中交通管制员联合协会、国际商会国际航空工业联合协会等。国际机场理事会在国际民航组织内享有观察员身份；在联合国经济理事会担任顾问。它代表并体现了全体成员的共同立场，反映了机场共同利益。
国际机场理事会总部设在瑞士的日内瓦。
国际机场理事会由六个地区分会组成：非洲地区分会，亚洲地区分会，欧洲地区分会，拉丁美洲/加勒比海地区分会，北美地区分会和太平洋地区分会。
国际机场理事会目前拥有169个国家和地区的554名正式会员。在亚洲、太平洋地区约有42个国家和地区的57名正式会员，包括我国台湾省的机场。北京首都国际机场于1996年11月17日被国际机场理事会正式批准成为该组织的会员。
